Rural Capacity Limits Access to FEMA Funding, Analysis Shows

An analysis of FEMA BRIC funding to reduce natural disaster risks and build climate resilience shows that only 3% went to projects in low-capacity commuities, while 83% of funding went to projects in high-capacity counties.
